A Gotham skyscraper apartment complex catches fire killing a group of teenager girls who were pregnant and part of a baby black market. In Batman's investigation, he discovers a mysterious group called The Body who has long controlled the secret underbelly of Gotham's seedy history. This was a very confusing book that seemed like it was leading up to a huge ending but then just fizzles out.
